On topic: They used to deal them out here in Sweden only to those who went into the army, and then they changed it so that everyone gets one at birth. It has 5 holes in it and two of those are made so that u can easily break the tag in half, not a fun thing getting someone knocking on your door, bringing home half of a tag from one of your beloved ones...
